In this case study, a communication network among local hotel managers was examined, first to assess the extent of communication among hotel managers, and second to identify influential members within the network. Communication with respect to local external organizations and vendors was also considered. The purpose of the study was to determine how communication network operate and might be used to extend the reach of a City sponsored program to encourage sustainable practices among local hotel managers. Thus the current study represents a shift in focus from analyzing an established policy networks to examining the potential for a communication network to serve as a policy instrument.
